i need a light ball so badly cause i need to breed my pikachu so when the egg hatches the pichu will have volt tackle

Pikachu is holding it (safari zone or any other place)
In Emerald, Pikachu is easier to capture by having a Pokemon that knows magnet pull as its ability because it attracts thunder type Pokemon...

I think you meant Static. Magnet Pull attracts steel types.
